Abstract
У статті досліджено трансформацію сучасного HR-менеджменту під впливом концепції Data-driven HR та інтеграції технологій штучного інтелекту в екосистему управління персоналом. Проаналізовано перехід від традиційної моделі захисту даних (Data Protection) до комплексної парадигми цифрової етики (Data Ethics), що передбачає етико-філософську оцінку процесів збору, аналізу та використання цифрового сліду працівників. Особливу увагу приділено впливу положень EU AI Act на регулювання застосування штучного інтелекту у HR-сфері.
Розглянуто теоретичні засади цифрової етики через призму теорії соціального контракту, концепції «наглядового капіталізму» Шошани Зубофф та принципу Ethics by Design. Визначено ключові ризики використання AI-рішень у HR-менеджменті, серед яких алгоритмічне упередження (Algorithmic Bias), використання proxy-даних, проблема «чорної скриньки» (Black Box Problem) та криза довіри до автоматизованих систем ухвалення рішень. Проаналізовано кейс рекрутингового алгоритму Amazon як приклад технологічного відтворення дискримінаційних практик.
Обґрунтовано необхідність впровадження Explainable AI (XAI), незалежного аудиту алгоритмів, внутрішніх етичних кодексів ШІ та моделі Human-in-the-loop як базових механізмів забезпечення прозорості, справедливості та підзвітності цифрових HR-систем. Доведено, що ефективна цифрова трансформація HR можлива лише за умов гармонізації технологічних інновацій із фундаментальними гуманістичними цінностями та принципами цифрової етики.
The article examines the transformation of modern HR management under the influence of the Data-driven HR concept and the integration of artificial intelligence technologies into the personnel management ecosystem. The transition from the traditional Data Protection model to the comprehensive paradigm of Data Ethics is analyzed, emphasizing the ethical and philosophical assessment of the processes of collecting, analyzing, and using employees’ digital footprints. Particular attention is paid to the impact of the EU AI Act provisions on regulating the application of artificial intelligence in the HR sphere. The study explores the theoretical foundations of digital ethics through the lens of social contract theory, Shoshana Zuboff’s concept of surveillance capitalism, and the principle of Ethics by Design. The key risks associated with the use of AI solutions in HR management are identified, including algorithmic bias, the use of proxy data, the Black Box Problem, and the crisis of trust in automated decision-making systems. The case of Amazon’s recruitment algorithm is analyzed as an example of the technological reproduction of discriminatory practices. The article substantiates the necessity of implementing Explainable AI (XAI), independent algorithm audits, internal AI ethical codes, and the Human-in-the-loop model as fundamental mechanisms for ensuring transparency, fairness, and accountability in digital HR systems. It is proven that effective digital transformation of HR is possible only through harmonizing technological innovation with fundamental humanistic values and the principles of digital ethics.
