Державне регулювання інноваційної діяльності підприємств харчової промисловості

Abstract

У статті обгрунтовано, що Інноваційна діяльність підприємств харчової промисловості є визначальним чинником їх стійкого розвитку та конкурентоспроможності на національному й міжнародному ринках, а державне регулювання інноваційної діяльності відіграє ключову роль у формуванні сприятливого середовища для модернізації виробництва, технологічного оновлення та стимулювання науково-дослідної активності. Окреслено проблеми, які заважають підвищенню ефективності державного регулювання інноваційної діяльності: недосконале законодавче регулювання; обмежене фінансування; складність процедур отримання підтримки; фрагментарність політик на центральному та регіональному рівнях; недостатня координація між науковими, виробничими та управлінськими структурами, що створюють перешкоди для повноцінної реалізації інноваційного потенціалу підприємств, а також визначено негативні наслідки на інноваційну діяльність від їх впливу. Запропоновано заходи та інструменти подолання проблем державного регулювання інноваційної діяльності підприємств харчової промисловості. Окреслено перспективні напрями державного регулювання інноваційної діяльності підприємств харчової промисловості: фінансове стимулювання, законодавче забезпечення, координація та управління, захист інтелектуальної власності, моніторинг та оцінка ефективності, цифровізація та технологічна інтеграція, повоєнне відновлення та стале виробництво. Обгрунтовано, що очікуваним результатом реалізації зазначених заходів є підвищення інвестиційної активності підприємств, прискорення впровадження інновацій, підвищення захищеності інноваційних проектів, ефективніше використання ресурсів та інтеграція харчової промисловості у міжнародні ринки. Дослідження показало необхідність застосування системних, інтегрованих підходів у процесі державного регулювання інноваційної діяльності, поєднання фінансових, нормативних, організаційних і технологічних інструментів, що дозволяє формувати сприятливе середовище для інноваційного розвитку підприємств харчової промисловості.Abstract. The article substantiates that the innovative activity of food industry enterprises is a determining factor in their sustainable development and competitiveness in national and international markets, and state regulation of innovative activity plays a key role in forming a favorable environment for the modernization of production, technological renewal and stimulation of scientific and research activity. The problems that hinder the improvement of the efficiency of state regulation of innovation activity are outlined: imperfect legislative regulation; limited funding; complexity of procedures for obtaining support; fragmentation of policies at the central and regional levels; insufficient coordination between scientific, production and management structures, which create obstacles to the full realization of the innovation potential of enterprises, and the negative consequences of their influence on innovation activity are also identified. Measures and tools for overcoming the problems of state regulation of innovative activities of food industry enterprises are proposed. Promising directions of state regulation of innovative activities of food industry enterprises are outlined: financial incentives, legislative support, coordination and management, protection of intellectual property, monitoring and evaluation of efficiency, digitalization and technological integration, post-war recovery and sustainable production. It is substantiated that the expected result of the implementation of these measures is to increase the investment activity of enterprises, accelerate the implementation of innovations, increase the security of innovation projects, more efficient use of resources and integration of food industry enterprises into international markets. The study showed the need to apply systemic, integrated approaches in the process of state regulation of innovation activity, a combination of financial, regulatory, organizational and technological instruments, which allows forming a favorable environment for the innovative development of enterprises.
