Адміністративно-правові засади розбудови антикорупційної інфраструктури в Україні

Abstract

У тезах досліджено адміністративно-правові засади формування та розвитку антикорупційної інфраструктури в Україні. Розглянуто процес інституціоналізації та функціонування єдиної антикорупційної вертикалі (НАЗК, НАБУ, САП, ВАКС) як цілісної системи, що забезпечує прозорість, підзвітність та лібералізацію державного управління. Наголошено, що в умовах повоєнного відновлення автономність антикорупційних органів трансформувалася із внутрішньої реформи у критично важливий елемент національної безпеки та головну умову збереження довіри з боку міжнародних партнерів і фінансових донорів.This paper examines the administrative and legal foundations for the formation and development of the anti-corruption infrastructure in Ukraine. It analyzes the process of institutionalization and the functioning of the unified anti-corruption hierarchy (NAZK, NABU, SAP, VAKS) as an integrated system that ensures transparency, accountability, and the liberalization of public administration. It is emphasized that, in the context of post-war recovery, the autonomy of anti-corruption agencies has evolved from an internal reform into a critically important element of national security and a key condition for maintaining the trust of international partners and financial donors.
