Abstract

Робота присвячена обґрунтуванню операційних заходів з удосконалення системи управління безпечністю харчових продуктів у кафе на основі принципів HACCP. Актуальність теми зумовлена нестабільністю логістики, зростанням вартості сировини, енергетичними ризиками та потребою малих і середніх закладів ресторанного господарства підтримувати не формальну, а практично дієву систему контролю. У дослідженні використано системний аналіз, спостереження за виробничими процесами, перегляд програм-передумов, SWOT-аналіз локального ресторанного ринку й оцінювання критичних контрольних точок. Встановлено, що кафе загалом дотримується базових належних гігієнічних практик, однак має слабкі місця: періодичний характер температурного моніторингу, неповне документування теплової обробки, недостатній інструментальний контроль концентрації дезінфектантів і обмежену формалізацію строків зберігання та реалізації готової продукції. Запропоновано залишити теплову обробку основною критичною контрольною точкою з критичною межею не нижче +75 °C у центрі продукту, а охолодження гарячої кулінарної продукції та холодильне зберігання готових страв розглядати як операційні програми-передумови. Пакет заходів охоплює автоматичні реєстратори температури, HACCP-чек-листи й журнали, тест-смужки для контролю дезінфектантів, маркування часу для готової продукції, навчання персоналу, внутрішній аудит і оновлення кольорового інвентарю. Очікуваний ефект полягає у зниженні списань через температурні відхилення, скороченні повторних невідповідностей у записах та підвищенні готовності закладу до внутрішніх і зовнішніх перевірок.
The paper substantiates operational measures for improving a HACCP-based food safety management system in a cafe. The relevance of the study is determined by unstable logistics, rising raw material costs, energy risks and the need for small and medium-sized food service establishments to maintain a practically effective, rather than merely formal, control system. The study uses system analysis, observation of production processes, review of prerequisite programmes, SWOT analysis of the local restaurant market and assessment of critical control points. The analysis shows that the cafe generally follows basic good hygienic practices, but several weaknesses remain: periodic rather than continuous temperature monitoring, incomplete documentation of thermal processing, insufficient instrumental control of disinfectant concentration and limited formalisation of storage and sale time for ready-to-eat products. It is proposed to keep thermal treatment as the main critical control point, with a critical limit of not less than +75 °C in the centre of the product, while cooling of hot culinary products and refrigerated storage of ready-to-eat dishes should be treated as operational prerequisite programmes. The improvement package includes automatic temperature recorders, HACCP checklists and journals, test strips for disinfectant control, time-labelling for prepared products, staff training, internal audits and renewal of colour-coded inventory. The expected effect includes reduced write-offs caused by temperature deviations, fewer repeated nonconformities in records and better readiness for internal and external inspections.
