В роботі наведено результати дослідження особливостей вимірювання пружної реакції регіональних утворень. Проаналізовано підходи до визначення втрат економічних систем внаслідок шоків. Визначені специфічні особливості функціонування підсистем випуску Донецької та Луганської областей. Доведено неадекватність рекомендацій Світового банку щодо визначення реакції вітчизняних регіональних системи на деструктивні шоки, пов’язанні зі збройним конфліктом. The concept of resilience underlies the solution identify the relationship between the extent of economic potential destruction, output loss and appropriate mechanisms of compensation and recovery. The purpose of the paper is investigation of regional socio-economic systems resilience response in terms of destructive shocks. There are the basic principles and factors determining the identification accuracy of the resilience response of regional economic systems in the paper. It is analyzed the basic methodological approaches to the measurement of the extent of output loss. The functional features of productive subsystems of the Donetsk and Lugansk regions on the basis of one-commodity models by Samuelson-Solow-Swan are identified. The inefficiency of application of the World Bank`s methodological recommendations to assess the destructive shocks consequences in domestic conditions is argued. The recommendations to improve the complex assessment of the resilience response of regional socioeconomic systems are proposed.
