Проєктне управління в умовах економічної турбулентності: досвід і перспективи розвитку

Abstract

В умовах зростаючої економічної турбулентності та невизначеності підприємства стикаються з істотними викликами щодо забезпечення стратегічної стійкості, конкурентоспроможності та ефективного використання ресурсів. У статті досліджується застосування проєктного підходу як системного та адаптивного методу організації діяльності підприємства через окремі проєкти з чітко визначеними цілями, строками, бюджетом та командою. Розкриваються переваги проєктного управління, зокрема підвищення гнучкості, покращення координації, прозорість прийняття рішень, оптимізація використання ресурсів та зниження операційних ризиків. На прикладі міжнародного та вітчизняного досвіду (NASA, Siemens, IBM, Київстар, Nova Poshta, ProZorro) демонструється практична ефективність інтеграції структур WBS, OBS, CBS та створення PMO. Результати дослідження підтверджують доцільність впровадження проєктного підходу в українському економічному середовищі для підвищення конкурентоспроможності та ефективності діяльності підприємств. The article is devoted to a review of advanced international and national practices in applying the project-based approach in enterprises and its use in implementing large and costly initiatives aimed at improving the economic position and enhancing operational efficiency. The best practices of application and the results after the implementation of initiatives are analyzed. A noticeable improvement in the enterprise's position and an increase in efficiency is observed, achieved through cost optimization, reduction of time-to-market, and enhancement of operational performance. The effect of applying the project-based approach varies across enterprises and depends on the objectives set for the executors. Despite differing goals and outcomes, it is possible to study and obtain substantial evidence of the feasibility and effectiveness of applying the project-based approach in enterprises of various ownership forms The article emphasizes a systematic approach to implementing project management. The importance of comprehensive staff training to achieve the desired efficiency is highlighted. Examples of large international corporations are presented, which, through the use of project management elements, achieved significant changes in corporate governance, cost savings, and notable competitive advantages. Based on the experience of national enterprises of different ownership forms, the effectiveness of applying advanced management methods is empirically demonstrated, specifically the application of the project-based approach to high-cost initiatives, with examples of the resulting effects. The entire article aims to provide arguments and collect facts, successful cases, and applications of the project-based approach in order to build an evidence base for promoting this practice across as many national enterprises as possible. The collected facts are presented as clear examples of the feasibility of applying best advanced management practices and emphasize the usefulness of the results in the form of various positive outcomes for enterprises. Considering the effectiveness, the article includes a caution against the blind application of project management and emphasizes the need for systematic and comprehensive measures to achieve the desired planned effect.
