Особливості управління транспортною логістикою молокопереробних підприємств в умовах кризової ситуації

Abstract

У статті розглянуто особливості управління транспортною логістикою підприємств молокопереробної галузі в умовах повномасштабної війни, що спричинила масштабні порушення логістичних ланцюгів, руйнування інфраструктури, зростання вартості пального та дефіцит кадрів. Обґрунтовано актуальність дослідження логістики «непередбачуваного використання», до якої належить логістика кризових ситуацій, що має особливе значення у період збройного конфлікту. Автором проаналізовано динаміку транспортних витрат провідних підприємств молочної промисловості України у 2019–2024 рр., з’ясовано, що у 2022 році витрати зросли майже вдвічі, а у подальші роки простежується тенденція до стабілізації, хоча рівень витрат залишається вищим за довоєнний. Узагальнено рекомендації провідних українських логістів щодо дій у надзвичайних умовах. Стаття демонструє, що забезпечення ефективної логістики в умовах війни можливе лише за умови швидкої адаптації, стратегічного прогнозування ризиків та впровадження інноваційних рішень. Підкреслено, що досвід, здобутий під час кризи, може стати основою для формування стійкої післявоєнної логістичної моделі у харчовій промисловості України. The article explores the specifics of managing transport logistics under martial law, which has created unprecedented challenges for dairy processing enterprises in Ukraine. The study highlights the negative impact of the Russian Federation’s military aggression on the country’s logistics infrastructure, particularly the destruction of transport networks, blockage of supply routes, and rising costs of raw material and finished product transportation. The relevance of the topic is substantiated in the context of global transformations in supply chains, which are being significantly reshaped by crises such as wars, pandemics, and climate disasters. Special attention is given to the peculiarities of logistics in unstable environments, which require enterprises to be flexible, adaptive, and technologically modernized. The choice of the dairy industry for research is due to its importance for the country's food security, significant contribution to economic development, and significant export potential. The author analyzed the dynamics of transportation costs of leading dairy enterprises in Ukraine in 2019–2024, changes in the share of transportation costs in the total costs of the enterprise and in sales costs. The results show a sharp increase in transport-related expenses in 2022, followed by partial stabilization, although the cost levels remain higher than before the war. Factors influencing these changes include the geographical location of enterprises, the degree of logistics centralization, and the chosen transport models. The article summarizes practical recommendations proposed by industry experts for improving logistics efficiency in times of crisis: forming safety stock, flexible route planning, digitalization of logistics processes, joint planning with supply chain partners, and combining centralized and decentralized logistics systems. The study concludes with the need to develop a resilient and adaptive logistics model capable of ensuring the continuity of supply and the efficient functioning of enterprises under extreme conditions and in the post-war recovery period.
