У розділі визначено соціально-економічну сутність, необхідність та призначення бюджету, принципи побудови бюджетної системи, бюджетний процес в Україні, а також видатки бюджету, його доходи та їх класифікацію.The section defines the socio-economic essence, the necessity and purpose of the budget, the principles of budget system construction, the budget process in Ukraine, as well as budget expenditures, their revenues and their classification.
