Цивільна життєстійкість (резильєнтність) в умовах війни: український досвід

Abstract

Це дослідження присвячене феномену української життєстійкості (resilience) як здатності суспільства не лише чинити опір масштабній військовій агресії, а й динамічно відновлюватися у стані постійної загрози. У роботі проаналізовано трансформацію державних інституцій, які переорієнтували національні стратегії на захист критичної інфраструктури, енергетичну незалежність та інформаційну безпеку. Особливу увагу приділено унікальній тристоронній моделі взаємодії, де державні ініціативи підсилюються ресурсами великого приватного бізнесу (зокрема компаній «Метінвест», «Нова пошта», «ДТЕК», «ОККО») та безпрецедентною мобілізацією волонтерського руху. Дослідження доводить, що фундаментом сучасної життєстійкості є інклюзивність — створення безбар’єрного доступу до медицини та освіти для вразливих груп населення через цифровізацію та мережу мобільних сервісів. Матеріал розкриває, як поєднання ієрархічних структур держави з гнучкістю громадянського суспільства створило одну з найадаптивніших соціальних моделей сучасного світу. This study is devoted to the phenomenon of Ukrainian resilience as the ability of society not only to resist large-scale military aggression, but also to dynamically recover in a state of constant threat. The work analyzes the transformation of state institutions that reoriented national strategies to protect critical infrastructure, energy independence, and information security. Special attention is paid to the unique three-way model of interaction, where state initiatives are strengthened by the resources of large private businesses (in particular, the companies "Metinvest", "Nova poshta", "DTEK", "OKKO") and the unprecedented mobilization of the volunteer movement. The study proves that the foundation of modern sustainability is inclusiveness — creating barrier-free access to medicine and education for vulnerable population groups through digitalization and a network of mobile services. The material reveals how the combination of hierarchical state structures with the flexibility of civil society has created one of the most adaptive social models in the modern world.
