Abstract

Універсали Центральної Ради були і залишиться в історії свідченням не тільки реалізації тих чи тих історико-політичних сценаріїв, а й доказом тієї історичної тези, що вчинки й політичний курс політичних діячів залежить як від них самих, так і від тих обставин, на які вони не можуть вплинути. Universal Central Council have been and will ever witness not only the implementation of some of the historical and political scenarios, but the proof of the historical thesis that the actions and policies of politicians depends on them, and on the circumstances in which they affect.
